VW Touran and TUV2007

Hello,
I apologize for my English. Unfortunately I do not speak German but I would like to congratulate the Touran minivan I like to use the TUV statistics as a reference data for cars reliability and was very impressed by the success of this car in TUV2007 - it was the most reliable minivan there.
But I have a question about the TUV principles: I found TUV data takes into account only "serious" problems, i.e. what's about the 3% of found issues with the Touran - does this include for example fused bulbs? Or a small dent on the exhaust pipe? So I do not understand what are the problems counted by TUV? Could you please explain me this?

those who dont even check fused bulbs... ist not really "serious" they have just been silly enough 2 check before.
most of this serious problems ( i suppose) are brakes .. wrong tires..emission..or neglected maintanance.
exhaust problems are not well known 2 me.
just my 2 cent in bad englisch

Sure, fused bulbs have to be checked and replaced but are they _counted_ as a "serious problems" with the car?
On the other hand it could be a serious problem if a voltage is not correct an bulbs are fusing all the time
.
So I'm trying to understand what are the "big problems" influencing the TUV reliability statistics and what are the "small" ones not counted by TUV.
TU(E)V is ..short but in common...is MORE interestet in:
what makes a car stop...NOT whats its making it running.
e.g. a soon breaking engine which emission is OK..is NO problem.
a nr1 engine but poor brakes or transmission/axes probs is!
also parts you are not allowed 2 use
this just checks if it SEEMS 2 be OK / secure next 2 years
its not a quality check...at least not really

So, as I see TUV checks more a car safety on a road and less a car reliability.
Or a car safety as a part of a car reliability.
